Sales in Northern Baja Picking up

Developers in Coastal areas, Rosarito and Ensenada, see Mexicans and Americans picking up bargains

In the middle of 2009, Northern Baja real estate was at a standstill, nothing was selling; no one was here, hotels where at fewer than 20% occupancy. Rosarito Beach and Ensenada hotels are expecting to finish this summer with over 60% occupancy.

Now, in the middle of 2011, hoteliers, developers and realtors are optimistic.

The average sales per month in the first quarter of 2011 stood at fifteen, with an average price of $ 205,000 dollars vs. 1 sale per month in the same period a year before, says RE/MAX’ s Blanca Guerrero, one of Baja’s most prominent realtors.

In the second quarter we see this number increasing to 20 sales and just a bit higher on the average price.

However, third quarter of 2011 is seeing more activity and many more Americans and Baja California residents investing in the area.

Thus, the average estimated sales per month on the third quarter are estimated at 25 per month; likewise, buyers are moving a little bit up representing a $ 215,000 average price.

Just like in Southern California, where according to the National Association of Realtors, San Diego’s homes sales price average increased 21% from its low, reached in March of 2009 ($327,000 and now stands at $398,000), here in northern Baja California, oceanfront prices have also increased just about 15% from their lows.

San Diego’s peak was in May 2006 at $622,000 and northern Baja was in early 2007 at $ 329,000, and now stands at $ 205,000. It went down as low as $180,000 in early 2009. Of course, if we compare oceanfront prices in San Diego, the average there is $1.8 million!

40% of buyers are from southern California, Nevada and Arizona and they are between 40 and 65 years of age, and are looking for: future retirement (35%), investment (25%), second home (30%), and a few other reasons (10%).

As a big surprise, we see that over 60% of buyers are from state residents. Northern Baja California residents are taking advantage of great value in the area and are snatching up oceanfront and ocean view property all over. (Take a look at one of our bargains here)

We are seeing not a sense of urgency as much, but mostly a realization of the great price and value opportunity, says Ms. Guerrero. As an example, an oceanfront luxury condominium, 2bed/2bath with approximately 1,400 sq ft that was selling for $280,000 three years ago; same unit was selling in the $180k’s to 190k’s 12 and 6 months ago, and is now selling for around $220,000 dollars… still at a fraction of an identical property just north of the border… and still low in comparison of the high of 2005 here in Baja California. Many are looking for -and finding- amazing opportunities.

Prices dropped an average of 33% from the high of 2006, says Ms. Guerrero, However, since the bottom -which was hit on the first quarter of 2009, prices have increased around 20%, says Victor Loza, Baja real estate agent, and now sales director of the Rancho del Mar Lots and Homes;

Many Americans love living in northern Baja, for many reasons, but the main ones are comprised of closeness to the US border, top of the line medical services and hospitals, low cost of living, friendly and helpful neighbors.

Property taxes run an average of $200.00 dollars per year, while a similar property in California would be around $ 5,000 dls.

Baby Boomers are retiring in record numbers and are looking into Mexico to retire, mostly to enjoy a great lifestyle but still be close to the border.

Our buyers are very analytical, says Mrs. Guerrero. They do their homework before they come and buy or invest in Mexico.

In previous years, people just came down and snatched properties left and right, without looking at paperwork, bank trust information, title insurance, closing costs, etc.

Now buyers are informed and agents’ and developers’ responsibility is to inform them even more and disclose all that is pertinent to the sale.

If 2011 is looking very good, we can expect a great 2012 and a superb 2013 and beyond.

First: A reality check on Mexico

Mexico is in a unique position to reap many of the benefits of the decline ofthe US economy. In order to not violate NAFTA and other agreements the U.S.A. cannot use direct protectionism, so it is content toallow the media to play this protectionist role. The U.S. media - overthe last year - has portrayed Mexico as being on the brink of economic collapseand civil war. The Mexican people are either beheaded, kidnapped, poor,corrupt, or narco-traffickers. The American news media was particularlyaggressive in the weeks leading up to spring break. The main reason for this ismoney. During that two-week period, over 120,000 young American citizens pouredinto Mexico and left behind hundreds of millions of dollars.

Let's look at the reality of the massive drug and corruption problem,kidnappings, murders and money. The U.S. Secretary of State Clinton was clearin her honest assessment of the problem. "Our insatiable demand forillegal drugs fuels the drug trade. Our inability to prevent the weapons frombeing illegally smuggled across the border to arm these criminals causes thedeaths of police officers, soldiers and civilians," Clinton said. Theother large illegal business that is smuggled into the U.S.A. that no one likesto talk about is Human Traffic for prostitution. This "business" isglobally now competing with drugs in terms of profits.

Is there corruption in Mexico? YES !!! Is there an equal amount of corruptionrelated to this business in the U.S.A.? YES !!!. When you have a pair ofillegal businesses that generate over $300,000,000,000 in sales you will findmassive corruption. Make no mistake about the Mexican Drug Cartel; these"businessmen" are 100 times more sophisticated than the bumblingbootleggers during Prohibition. They form profitable alliances all over theU.S.A. They do cost benefit analysis of their business much better than the USautomobile industry. They have found over the years that the cost of bribingU.S. and Mexican Border Guards and the transportation costs of moving marijuanafrom Sinaloa to California have cut significantly into profits. That is whyover the past 5-7 years they have been growing marijuana in State and FederalParks and BLM land all across America. From a business standpoint, this is atremendous cost savings on several levels. Let's look at California as anexample as one of the largest consumers. When you have $14.2 billion ofMarijuana grown and consumed in one state, there is savings on transportation,less loss of product due to confiscation and an overall reduction cost ofbribery with law enforcement and parks service people. Another great savings isthe benefit to their employees. The penalties in Mexico for growing range from5-15 years. The penalties in California, on average are 18 months, and out in 8months. The same economic principles are now being applied to themethamphetamine factories.

FOX News continues to scare people with its focus on kidnapping. There arekidnappings in Mexico. The concentration of kidnappings has been in MexicoCity, among the very rich and tCiudad Juarez by the Texas border. With theexception of Mexico City, the number one city for kidnappings among NAFTAcountries is Phoenix, Arizona with over 359 in 2008. The Phoenix Policeestimate that twice that number of kidnappings goes unreported, because likeMexico 99% of these crimes were directly related to drug and human traffic.Phoenix, unfortunately, is geographically profitable transshipping location.Mexicans, just like 99% of U.S. Citizens during prohibition, go about theirdaily lives all over the country. They get up, go to school or work and livetheir lives untouched by the border town violence.

These same protectionist news sources have misled the public as to the realdanger from the swine flu in Mexico and temporary devastated the tourismbusiness. As of May 27 2009 there have been 87 deaths in Mexico from the swineflu. During those same five months there have been 36 murdered school childrenin Chicago. By their logic, if 87 deaths from the swine flu in Mexico warrantscanceling flights and cruise ships to Mexico, then close all roads and highwaysin the USA because of record 43,359 automobile related deaths in the USA in2008.

What is just getting underway is what many are calling the "Largestsouthern migration to Mexico of people and real estate assets since the CivilWar" A significant percentage of the Baby Boomers have been doing theresearch and are making the life changing decision to move out of the U.S.A.The number one retirement destination in the world is Mexico. There are alreadyover 2,000,000 US and Canadian property owners in Mexico. The most conservativenumber of American and Canadian Baby Boomers who are on their way to owningproperty in Mexico for full or part time living in the next 15 years is over6,000,000. Do the math on 6,000,000 people buying a $300,000 house or condo andyou will understand why the U.S. Government is trying to tax this massive shiftof money to Mexico through H.R. 3056. The U.S. government calls this "TheTax Collection Responsibility Act of 2007". Those who will have to pay itare calling this the EXIT TAX.

Mexico: A better economic choice than China

Another large exodus from the U.S.A is high paying skilled jobs. The job shiftin automobile sector, both car and parts manufacturing, is already known bymost investors. In the last few months as John Deere and Caterpillar have beenlaying off thousands of workers in the U.S.A., and hiring equal numbers inMexico. The most recent industry that is making the shift is the aerospacemanufacturers. In the city of Zacatecas there is currently a $210 millionaerospace facility being built. With the 11 U.S. companies moving there, it isestimated to provide over 200,000 new high paying jobs in the coming years. Oneof the main factors for the shift in job south to Mexico instead of China isrealistic analysis of total production, labor and delivery costs. While thelabor costs in China are 40% less on average, the overall transportation costsand inherent risks of a long distance supply chain, and quality control issues,gives Mexico a distinct financial advantage.

Mexico's real economic future

Mexico has avoided completely the subprime problem that has devastated the U.S.banking industry. The Mexican banks are healthy and profitable. Mexico has agrowing and very healthy middle and upper middle class. The very recentintroduction of residential financing has Mexico in a unique position of havingover 90% of current homeowners owning their house outright. U.S. banks arecompeting for the Mexican, Canadian and American cross border loan business. Itis and will continue to be a very safe and very profitable business. These samebanks that were loaning in a reckless manner have learned their lesson and areloaning here the old fashioned way. They require a minimum of a 680 creditscore, 30% down payment, and verifiable income that can support the loan. Inmost areas of Mexico where Baby Boomers are moving to, with the exception ofPuerto Penasco (which did not have a national and international base ofbuyers), there is no real estate bubble.. The higher end markets ($2-20million) in many of these destinations are going through a modest correction.The Baby Boomers market here is between $200,000 and $600,000. With thecontinuing demand inside the Bay of Banderas, that price point, in the comingyears, will disappear. This is the reason the Mexican government is spendingbillions of dollars on more infrastructure north along the coast all the way upto Mazatlan.

The other major area where America has become overpriced is in the field ofhealth care. This massive shift of revenues is estimated to add 5-7% toMexico's GDP. The name for this "business" is Medical Tourism. Thetwo biggest competitors for Mexico were Thailand and India. Thailand andIndia's biggest drawback is geography. Also recent events, Thailand's inabilityto keep a government in place and the recent terrorist attack in Mumbai, havehelped Mexico capture close to half of this growth industry. In Mexico todaythere are over 56 world class hospitals being built to keep up with thisbusiness.

Mexico is currently sitting on a cash surplus and an almost balanced budget.Most Americans have never heard of Carlos Slim until he loaned the New YorkTimes $250 million. After that it became clear to many investors around theworld what Mexicans already knew: that Mexico had been able to avoid the worstof the U.S. economic devastation. Mexico's resilience is to be admired. Whenthe U.S. Federal Reserve granted a $30 billion loan to each of Mexico,Singapore, South Korea, and Brazil, Mexico reinvested the money in Treasurybonds in an account in New York City.

According to oil traders, Mexico's Pemex wisely as the price of oil shot to$147 a barrel put in place an investment strategy that hinged on oil trading inthe range of $38-$60 a barrel. Since the beginning of 2009 Mexico has beencollecting revenues on hedged positions that give them $90-$110 per barreltoday. Mexico's recent and under reported oil discovery in the Palaeo Channelsof Chicontepec has placed it third in the world for oil reserves, right behindCanada and Saudi Arabia.

Apply conservative medium and long terminvestment strategies without emotion. The demand for full and part time livingby American and Canadian Baby Boomers is evident throughout the country. Thetop two choice locations are ocean front, and ocean view. The third overallchoice, which is less expensive, is inland in one of the many beautifulcolonial towns or small cities.

Mexico, with the world's 13th largest GDP, is no longer a "Third WorldCountry", but rather a fast growing, economically secure state, as themost recent five-year history of its financial markets when compared to theU.S.A.'s financial markets suggests.

The peso to dollar value is at a high—your dollar goes farther than ever.The peso has lost around 30% of its value against the dollar since August of2008. Your dollar buys more in Mexico today than it has in more than 15years...since 1994, after an economic crisis in which Mexico's government cutthree zeros off the end of peso denominations to create a "new peso".

I should clarify something here: Overall, real estate in Mexico has held itsvalue. That's because Mexico is still basically a cash society. (Yes, you canget mortgage financing in Mexico and we can tell you how...but most peopledon't. They buy with cash.) Developers, for the most part, have been wellcapitalized and there hasn't been a "lending crisis" in Mexico.

Prior to the recession there was a real estate boom here, especially amongforeign buyers of vacation homes. Property prices rose during that time,although they were never super inflated as they were in the U.S. Since mostproperties aren't leveraged, there is no reason for prices to fall asdrastically as we've seen in the U.S. and elsewhere...although certain markethave seen some big price "corrections."

But...while in most parts of Mexico prices aren't falling much, neither arethey rising right now. Some owners (particularly those from the U.S.) whooverextended themselves are now willing to sell at a discount. In resortcommunities like Puerto Vallarta and along the Riviera Maya, you'll findparticularly good bargains. And because, thanks to the recession, there arefewer buyers, sellers are throwing in lots of extraordinary incentives...likecovering association fees for up to five years, throwing in appliance andfurniture packages, offering lucrative lease-back options, etc.

The mainstream media haspainted an unfair picture of Mexico. Media coverage of isolated violence and virus outbreaks in Mexicohas kept some tourists and potential retirees at home. It's not a fair picture.

If you're looking for a lifestyle for less than half what it would cost you up north... retire in Mexico, it makes a lot moresense

As I mentioned before, in2007, Mexico won for the first time. It won again in 2008. Here's why:

Mexico is the closest retirement haven to the U.S. This may not seemlike a big deal, but believe me, the convenience of a short plane ride makesall the difference in the world when you want to get back home to family andfriends or attend to business matters. Flights to and from Mexico are plentifuland inexpensive and most take less time than a coast-to-coast U.S. flight. Youcan be in Miami or Houston in about two hours. If you want to, you can easilyand safely drive here. (Alma and I have made the drive several times and lookforward to our next Mexico road trip.)

It is easier to get a resident visa in Mexico than in any other country.You might think Panama, Belize, and Costa Rica have easy resident requirement.Well, forget everything you might think you know about obtaining a visaanywhere else. The Mexican government has made it very easy for foreigners tolive here. The requirements are less restrictive than any country that I knowof.

Mexico has a first-class retiree benefits program. You may know aboutPanama's excellent pensionado progam, but to be eligible for it, youhave to get a visa. And in Panama, getting a visa can be tough. But see mypoint above: not only is it easy to get a visa in Mexico, but foreigners whoare age 60 or older, with a valid Mexico resident visa are eligible forMexico's Personas Adultas Mayores benefits program.

The program offers discounts on a wide range of services, including health-relatedones (hospitals, doctors' visits, lab tests, medical devices, pharmacies, anddental work); cultural activities like theater tickets and entrance fees tomuseums and archaeological sites; transportation and accommodation, includingairline tickets, buses, car rentals and purchase; and at hotels and manystores. Discounts can range from 5% to 50% off the full price of the good orservice.

Cost of living in Mexico is low. With rapidly rising fuel, health care,food, taxes, and travel costs, it's nice to know there are still places whereyou can live well without burning through your savings. Mexico is one of thosespecial places. Here, you can enjoy a lifestyle that's all but unaffordable formost Americans and Canadians. The cost of real estate is far lower than it isin the U.S. and Canada. Could you find a beachfront condo in the U.S. for lessthan $150,000? You can in Mexico. And you can live very well here on just $2,000per month or less. Alma and I do...

Sample monthly budget for a couple living well in Mexico:

Utilities (electricity, gas, water)	$150

These expenses will vary,of course. You may not use as much electricity or want household help, forexample. If you don't own a home, you'll have rental expenses (add $500-$1,000/month.Homeowners will want to include an annual property tax—but that rarely comes to more than $200 per year).

Think of all the money you will save, simply by moving a few hours south!

You can get full-coverage health insurance in Mexico for less than $1 perday. Hospitals and health care providers in Mexico are of excellentquality. (I know...I live here.) Many doctors were trained in the U.S. orEurope and they speak English. Private health insurance, (through a majorglobal provider) costs one-fourth to one half what you might be paying in theU.S. Doctors' visits and common medical procedures in Mexico, too, cost aboutone-fourth of what they do in the U.S., so many expats just pay out of pocket.But get this: if you have a resident visa, you can get health coverage throughIMSS (Instituto Mexicano de Seguro Social). There's no age limit forsigning up. This full-coverage health insurance runs from about $100 a year forchildren and adolescents, up to almost $300 for those over 60—and itincludes prescription medications.

Taxes are ridiculously low—need I say more? Taxes are a fact of life.And like all countries, Mexico levies a value-added tax on goods and services.But other taxes are practically non-existent. At the beginning of this year,for instance, we paid the annual property taxes on our 5,400-square-foot homein Rosarito. It was a laughably $ 139! The annual tax bill on the ocean view lotwe own on the pacific ocean ...$ 35.

Unless you're workinghere, you probably won't pay income taxes. But if you are working...andyou're self employed or working for a Mexican or other foreigncorporation...you can legally exempt up to $91,400 in income on your U.S. taxesfor 2009...for the two of!

Two more reasons toconsider Mexico: full-time household help and the warm and welcomingMexican people

As I said, Alma and Ilive a better life here in Mexico than we've ever lived anywhere else. Thequality of our lives has vastly improved since we left the U.S. (A big part ofthat is the better weather—it makes a big impact on your attitude!)

Another reason we're so happy here is because, for the first time in our lives,we can afford household help. We both like to cook, but we don't necessarilylike cleaning up afterwards. And we don't care much for mopping floors orscrubbing toilets either. But for about $ 20 per day you cannot afford not tohave someone clean after you! Make nomistake, these are good wages for dignified work...if your experience is likeours, your housekeeper and gardener will be endearingly cheerful and helpfuland become like members of your family.

That's the other extraordinary aspect to life in Mexico: the Mexican peoplethemselves. Sociologists who have studied these things say that Mexicans areamong the happiest people on earth. It shows in the generous ways they treatpeople and in the genteel ways they conduct their business and go about theirlives.

Truly, Mexico today is like the U.S. was in the 1950s and 60s...but withtoday's modern amenities, of course. You'll find a strong sense of communityand a family-focused life—which makes every day a genuine pleasure.

Plus, Mexico offers an astounding cultural vibrancy that we simply haven'tfound anywhere else. And while the pace is civilized and the environmentwelcoming and friendly, you can enjoy the comforts you've grown accustomedto—like Internet access, cable TV, well-stocked grocery stores, and first-runmovies. In Vino Vendimia

This year marks the 20thanniversary of Fiestas de la Vendimia. You know, the two-and-a-half-weekharvest festival held between the first Friday and the third Sunday in Augustthat combines visits to state-of-the-art wineries, Italian tenors, alternative-stylecircuses, Kafkaesque plays, mime, modern dance and performance art?

Not ringing a bell? Vallede Guadalupe—the 14-mile region about 90 minutes south of San Diego and fourhours from Los Angeles—is arguably Mexico’s premier artisanal wine–growingregion. The valley and the nearby city of Ensenada are where the majority ofthe fiestas take place, bookended by the Muestra del Vino—showcase of wines—andthe Concurso de Paellas, an über-paella contest featuring more than 80 equipos,or teams, making every conceivable incarnation of the dish. Gargantuan pansfilled with seafood, rabbit, sausage and cordonices—valley gamehens—fill the air with heavenly aromas. But don’t get too excited. Paellatickets are long gone at this point. We’ll get to that later.

Good wine in Mexico, you’rethinking? Tequila-laced margaritas, for sure. Tall glasses of icy cerveza—ofcourse. But good Mexican wine seems like an oxymoron. Not so, says SteveWallace, owner of Wally’s Wines & Spirits in Los Angeles. “Mexico is makingsome impressive wines. We have plans to carry a number of them.”

We’ll give you a moment toreconcile Baja California with the idea of what’s being called a nascent Napa.Because the quiet valley, with its rusty-hued boulders—large as bulldozers—thatsit among vineyards and groves of olive trees, is a revelation light-years fromthe margarita ambience of the touristy coast.

So how come there’s such anabsence of good Mexican wines in California—a mere five labels at the Wine Bankin San Diego and zero bottles at Silver Lake Wine, both shops specializing inwine from around the globe? “The big distributors don’t want to invest inmarketing until they have a proven product,” says Wallace. Throw in the smallwineries’ limited production and the Mexican government’s hefty 25-plus percentIEPS tax on special products and services, and you get two more reasons for thedearth of Mexican vino stateside.

Oscar Escobedo, secretaryof tourism for Baja California, says Baja wines, which make up 90 percent ofMexico’s production, have garnered more than 230 awards worldwide in the lastfour years. L.A. Cetto, one of the largest valley wineries, won the covetedgold medal for its petite syrah last March at Paris’ Vinalies Internationales.“We’re starting to make some great wines and get the wordout,” says Escobedo.

“If you come down, you’llget to see the birth of a region,” says leading valley wine enologist HugoD’Acosta, whose wine school Estacíon de Oficios del Porvenir—aka La Escuelita,or little school—has both educated and assisted in the production of wine for acrush of would-be vintners.

The destination is worththe drive. After exiting the new four-lane Carretera 3 that goes through thevalley, you take washboard dirt roads peppered with sleeping Mexican dogs, andat the end of that bone-jarring trip, you’re rewarded with such wineries asParalelo, designed by Ensenada architect Alejandro D’Acosta. It’s a modern-dayMayan temple, rammed-earth walls imprinted with nopal cactus, olive branchesand rubber tires found on the site, with function following form in the guiseof a ramp to the roof, enabling trucks to ascend to offload grapes into waitingstainless-steel vats below.

Although big commercialwineries such as Domecq and L.A. Cetto have been around since the 1970s, andSanto Tomás since 1888—not to mention the Spanish friars who planted vines inthe 16th century—the Guadalupe Valley’s boutique wineries have largely evolvedsince the late 1980s. “At last count there were 38,” says D’Acosta, “and if youlook under that rock over there, you’ll probably find another one.”

One of the first boutiquewineries making quality wine in the valley was Monte Xanic. Tomás Fernandez,director general of Baja Naval marina and boatyard in Ensenada, started thewinery in 1987 with four others, including renowned enologist Dr. HansBackhoff. “My friends at the time said to me, ‘You’re doing what?’ Mexicanwines had a very bad reputation.”

Fernandez was one of themembers of the Ensenada wine society Cofradía del Vino de Baja California thatsprang up in 1986. The common denominator: a passion for food and wine amongwell-educated, well-traveled Mexicans. “The idea of the fiestas started in thewine society,” says Dr. Fidel Cantú, who led the popular paella contest for thefirst five years of the festival and has watched the event grow from a singleday into a weeks-long maridaje—harmonious union—of wine, food andcultural events.

“We are working to protectthe valley long term,” says D’Acosta, who headed up the first harvest-festivalevents two decades ago. “We think a wine festival will help. People who attendbecome ambassadors for the region.”

Most of last year’s roughly20,000 attendees hail from Ensenada and other areas of Mexico, says GloriaAcosta of RCV Travel Shop, which provides some tickets for the events. “In thelast two years, the demographics have changed vis-à-vis the Americans…thebiggest problem is the economy—they have to pay for a hotel, food, tickets,”she says. Throw in last year’s swine-flu scare and the continuing concern aboutthe war on drugs, and many Americans who actually knew about the festival juststayed home.

“I would argue it is morelikely for a tourist to have some kind of incident in California—drive-byshooting, carjacking, robbery—than here in Baja,” says Escobedo. “We have 25million people a year visiting us from all over. According to U.S. HomelandSecurity, there has been a 25 percent increase in Americans coming betweenJanuary and May of this year. We are getting our message across that Baja issafe.”

The reality is that theMexicans don’t need gringos to make their festival a success. And in fact, somesee it as a celebration for Mexicans first, and if others come, well, fine. Onelongtime Guadalupe Valley resident, Natalia Badan, general coordinator atCEARTE (Ensenada’s new modern center for the arts) says, “Sometimes when manyforeigners come, all of a sudden events become more touristy. The mostimportant thing is that the fiestas stay authentic, a unique expression of eachwinery.”

Her own event—500 visitorssitting under fragrant Mediterranean pines listening to jazz at sunset atMogor-Badan winery—is a case in point. Appetizers from the winery’s organicgarden—cherry tomatoes, olives, figs and grapes—accompany its light, dry SwissChasselas, followed by homemade empanadas, all served by family and friends.“The purpose of the Vendimia is to take time out and be joyous about all thehard work and the harvest to come.”

The good news is thatVendimia events are far reaching and have something for nearly every gusto andpocketbook. The Verbena Santo Tomás, a street fair held in downtown Ensenada,and the Fiesta en el Valle, at a park in El Porvenir, feature local food,wines, games and music—free to all.

Pricier events—in the $100range—taking place at upscale wineries include sunset concerts at Monte Xanicand Château Camou, the alt-circus Zirk Ubu at La Villa del Valle and a formaldinner and wine auction at Adobe Guadalupe. Nearby Bibayoff winery, with itsRussian legacy of 20th-century Molokan pacifists turned winemakers, features afun-filled fusion evening of Russian-Mexican music, food and wine.

Tickets for smaller, moreexclusive engagements are rarely—if ever—available. Events at Casa de Piedra,one of the leading vineyards, are as progressive as the sustainable wineryfashioned of corrugated metal and local amber stone. One year, Mexico Cityactor Humberto Dupeyrón provided food for thought, performing “The Gorilla,”based on a Kafka story. Last year, the L.A.-based avant-garde music groupString Theory played a harp-like instrument whose strings stretched more than100 feet into the air. After the performance, guests donned gloves and tooktheir turns on the stage playing the harp, then descended to the courtyard forsteaming bowls of seafood pozole and music by a local rock band.

So just how do you gettickets? “It can be frustrating,” says seven-year Baja resident Carla White, anAmerican who writes for the Baja Times. “Years ago, I would callthe travel agent Viajes Damiana every week starting around March 1, to see ifthe schedule was out. When tickets came in, we’d literally run down to getthem. In those days, you had to physically stand in line—it was like buyingtickets to a rock concert.”

Things have improved,although it can still be a task for out-of-towners. This year, the schedule of41 events with 22 wineries was released mid May, with tickets available to buymid June, just a month and a half before the opening event. All this puts wannabefiestagoers in a catch-22, since hotel rooms in Ensenada and the valley havebeen booked for months.

Part of the conundrum lieswith how the tickets are distributed. “Each winery determines its event and thenumber of tickets,” says Gerardo Alcalá, Provino events and public relationscoordinator of the arm of the Asociacíon National de Vitivinicultores thatofficially runs the fiestas. “Some give us tickets to distribute, and othersdon’t. Some tickets are given to Ensenada travel agencies but not all.” Moreintimate events—such as Pau Pijoan’s dinner and wine pairing at La Contra(formerly Restaurante Del Parque), one of the most popular eateries inEnsenada—are sold privately and never distributed at all, period.

This year for the firsttime, Vendimia tickets are available on the Internet. That’s the good news. Thebad news is a few of the wineries are not participating in online sales.Tickets are sometimes available by contacting the wineries directly and gettingon a list—speaking Spanish is always helpful. Or you can plan a visit to thevalley beforehand. That’s not too bad a choice—spend a lovely weekend touringthe wineries that are open all year and sample delicious vintages.

And if you’ve a littlemoxie like Carla White, you can just show up at a winery event at the lastminute and hope for a ticket. “It’s always challenging,” she says, “but in theend it’s so worth it.”

Tourism is not new to Baja California or the Rosarito area. The first tourists to visit Rosarito arrived around 1874 to hunt and fish, but itwas another 52 years, in 1925, that the Rosarito Beach Hotel was founded. The opening of this historic Hotel is generally credited with the beginning of the tourist period and was very much the fore runner in the development of the area.

During the 1940’s Rosarito became a haven for the Hollywood set welcoming Rita Hayworth and her husband Prince Aly Khan as regular patrons as well as other Hollywood visitors such as Orson Wells, Mickey Rooney, Ava Gardner, Spencer Tracy, Katherine Hepburn, Frank Sinatra, John Wayne, Gregory Peck, Kim Novak, Clark Gable, Lana Turner and the legendary beauty Marilyn Monroe. In fact, Marilyn Monroe loved the ambience of Rosarito so much; she had furniture made for her first and only home in Brentwood, California, which included the bed where she died.

Frank Sinatra and the “Rat Pack” were also frequent visitors to Rosarito, spending many long hours at the Rosarito Beach Hotel’s bar. Following Titanic, Fox used the studio to film other movies including Master and Commander with Russell Crowe; 007’s Quantum of Solace and Tomorrow Never Dies, and Pirates of the Caribbean, just to name afew. During the filming of these movies it was not unusual to see Russell Crowe walking down Benito Juarez, or Johnny Depp and Laurence Fishbourne having dinner at a local restaurant and eating with locals as if they were old friends. Once again Rosarito became “the Hollywood Connection.”

Here's How You Launch Your New Life South ofthe Border in 2010: You Get Help from Someone Who Has Already Done It

About 7-and-a-half years ago, I sat where you sit now, dreaming of a new life on a beachtown. Back then, I'd been dreaming for years. My employer at the time gave me, finally, a deadline for making a move when he suggested I relocate from Los Angeles to San Diego, California, and then to Ensenada, Baja California Mexico to open a pilot communication earth station for satellite internet for the company.

I am thankful for this, for, had I not been handed this opportunity I probably will never had the chance to know that a cozy little town lay just south ofU.S. – Mexico border, if it wasn’t for that I might still be in Los Angeles dreaming and fantasizing about leaving on the beach, instead of living on a perpetual vacation in Rosarito Beach.

Very fortunate for me, therefore, that I was offered a why and a when to launch my new life. Frankly, though, the offer came with little in the way of how. Everything I've learned about living, investing, doing business, buying, selling, and owning real estate, managing logistics, and raising children overseas, I've figured out on my own (with the help, yes, of my partner in all these global escapades, my wife Alma...more on this later on).

Here's maybe the most valuable thing I've learned thanks, to all our adventures over all these years: We did it the hard way.

Starting a new life in a foreign country is never going to be easy. When Ithink back to the weeks leading up to our move from the California to Rosarito Beach, the nicest word I can use to describe us is naïve. We were innocently enthusiastic...and woefully under-prepared. We both had traveled before but spending time in a place as a tourist is nothing like settling a household full-time……..and we had no one to look for help or counsel.

What were our options for health insurance? Why wouldn't the plumber or electrician return our phone calls? Or the carpenter...or the plasterer...or our agent?...

The answer to all those question was no, not really. We figured that out intime...just as we have figured everything else ...in time...

Travel with us a few years, and we have answers for all the preliminary moving-overseas inquiries, as well as for the thousands and thousands of others we've asked ourselves as we've migrated ourselves, our children, and our businesses from Los Angeles to San Diego, then to Ensenada, and most recently to Rosarito Beach in Baja California.

We've opened bank accounts, filed tax returns, hired staff, shipped household belongings, shopped for insurance, seen the insides of hospital emergency rooms, enrolled children in after-school activities, bought furniture, and moved pets from country to country.

But I don't need to sell you on the benefits of a life in Mexico. You're reading this, and I do presume, because you have already thought about it, and you are serious about taking advantage of the many opportunities to live, retire, invest and do business abroad.

To launch your life in a new country, you need to:

1. Create a budget,working backward from how much money you have to spend each month...

2. Research residency options and identify the one that makes most sense given your circumstances (some countries, including Mexico, for example, offer many choices)...

3. Get good tax advice (if you're an American, you need this not only in the country whereyou're going, but in the States, as well, where you never lose your obligation to Uncle Sam)...

4. Shop for health insurance...

5. Do your homework on the real estate market in the place where you're headed... use only an AMPI Member.

6. Figure out what to do with all your furniture and other personal property...

7. Set up a virtual office at home...

8. Show up and move in...

You need to consider each of these objectives within the context of your circumstances, your interests, and your priorities...and, as well, the place where you decide you'd like to relocate.

Ah, right...the place! You can't move too far along this live overseas path until you identify not only the country that calls your name, but also the region, the city, and the neighborhood you'd like to call home.

To choose one country among all the far-flung and tempting options available to you, you must consider, for each choice:

Cost of Living	Housing costs	Weather	Health Care
Infrastructure	Access to USA	Culture	Recreation
Entertainment	Taxes	Education	Safety & Security

For every country on your Wish List, you must consider all the 12 issues I pointed above.

You've got to invest the time and the money to get to know each place you're considering well enough to make a judgment call.

For that is what all this comes down to: Judgment.

Ultimately, of course, you're the only one who can make this decision. Where should you invest your time and your money? You've got to answer that questionfor yourself.

Mexico's big hope: get 5 million U.S. retirees

Mexico is silentlyworking on proposals aimed at drawing millions of U.S. retirees to thiscountry, which could eventually lead to the most ambitious U.S.-Mexican projectsince the 1994 North American Free Trade Agreement.

President Felipe Calderón is likely to propose the first stepstoward expanding U.S. retirement benefits and medical tourism to Mexico when hegoes to Washington on an official visit May 19, according to well-placedofficials here. If not then, he will raise the issue later this year, they say.

``It's one of the pillars of our plans to trigger economic andsocial well-being in both countries,'' Mexico's ambassador to the United StatesArturo Sarukhan told me. ``We will be seeking to increasingly discuss thisissue in coming months and years.''

Calderón brought it up during a U.S.-Canada-Mexico summit inGuadalajara in August last year, but President Barack Obama asked him to shelvethe idea until he was able to pass healthcare reform, another official told me.

Now that Congress has passed healthcare reform, Calderón ispreparing to charge ahead.

A GROWING MARKET

There are already an estimated 1 million Americans living inMexico. And according to Mexican government estimates based on U.S. Censusfigures, that number is likely to soar to 5 million by 2025 as the U.S.population grows older and more Americans look for sunny, cheaper places toretire.

The U.S. Census projects that the number of U.S. retirees willsoar from 40 million now to nearly 90 million by 2050. Already, 5 millionAmerican retirees live abroad, of whom 2.2 million are in the WesternHemisphere -- mostly in Mexico, the Dominican Republic and Brazil. Another 1.5million live in Europe and 850,000 in Asia.

The key to luring more U.S. medical tourists and retirees toMexico and other Latin American countries will be getting hospitals in theregion to be certified by the U.S. Joint International Commission, whichestablishes that they meet U.S. hospitals' standards. There are already eightMexican hospitals certified by the JIC and several others awaitingcertification.

According to Mexican government estimates, healthcare costs inMexico are about 70 percent lower than in the United States. And from my ownexperience, those estimates are right: As I reported at the time, when I washospitalized in Mexico two years ago for an emergency operation, my hospitalbill was indeed about 70 percent lower than what it would have been in Miami.

So what will Calderón specifically propose to Obama? Most likely,the Mexican president will suggest starting with a low-profile agreement thatwould allow the U.S. Health Care Financing Administration to pay for Medicarebenefits to U.S. retirees in Mexico. Under current rules, Medicare only covershealthcare services in the United States.

IT JUST MAKES SENSE

My opinion: Mexico and much of Latin America are bound to becomegrowing U.S. retirement and medical tourism destinations, much like Spain hasbecome a permanent living place for Germans, Britons and Northern Europeans.

You won't read much about it now because neither Calderón norObama will emphasize it publicly while the drug-related violence in northernMexico is making big headlines, and while the political wounds from the recentU.S. healthcare debate are still open in Washington, D.C.

But I'm increasingly convinced that, as the violence in Mexicosubsides and the healthcare debate becomes a distant memory in Washington,medical benefits' deals will become a top U.S.-Latin American priority. Just asfree-trade agreements were the big thing of the 1990s, healthcare agreementswill be the big deal of the coming decade.

I wouldn't be surprised if Calderón and Obama take the first babysteps toward a U.S.-Mexico healthcare agreement by finding a way to pay forMedicare benefits for U.S. expatriates in Mexico, or getting U.S. states toallow similar payments. Then, most likely after the 2012 presidential electionin both countries, the two would start negotiating a more ambitious deal.

Demography, geography and economics are pointing in thatdirection. With the U.S. population getting older, a record U.S. budgetdeficit, rising U.S. healthcare costs, and Mexico and other Latin Americancountries badly needing more tourism and investments, this should be a win-winfor everybody.
